To develop XRS client software (XRS plug-ins), you need the XRS Client Developer License. This license is free. A granted license will also enable you to get free access to the XRS Developers Resource Page, which greatly simplifies developing XRS plug-ins.

If you wish to develop XRS server software (i.e. software which controls a radio device on the lowest level) and make a particular radio device XRS-compliant as a result, then you will need to apply for a separate XRS OEM License. Such license would typically be applicable to radio manufacturers. This license is NOT free.

If you are a radio manufacturer, you should consider XRS because you can take advantage of XRS applications, existing and being developed. By making a radio device XRS-compatible, you will also make it automatically more useful to prospective purchasers, and more attractive to the market. Your strength is likely to be in hardware, so by tapping into the XRS development pool, you can worry less about software development.

The XRS OEM License allows you to develop XRS Servers, i.e. software which controls a radio device at the lowest level. An XRS Server makes a radio device XRS-compliant, which means that any XRS Client can be used with such device.
